It runs warm around the clock, it holds food and water in constant supply, it has hundreds of tight, dark voids inside equipment and behind fixtures, and it takes in deliveries from a dozen suppliers every week — any one of which can carry a hitchhiking cockroach egg case or a stored-product pest into your dry storage. The rules that actually apply to your kitchen
The first thing to understand is which authorities govern pest control in a Wisconsin restaurant, because “keep the bugs down” is not the standard — the standard is written, and inspectors work from it.
The Wisconsin Food Code (ATCP 75)
Wisconsin regulates retail food establishments under Wis. Admin. Code ch. ATCP 75, the Wisconsin Food Code, which adopts and adapts the FDA Food Code. It is administered by the Department of Agriculture, Trade and Consumer Protection (DATCP) and, in much of our region, by local health departments acting as DATCP agents. That is who licenses your establishment and who walks through it on inspection day.
On pests, the Food Code is direct. It requires that the presence of insects, rodents, and other pests be controlled and, so far as possible, excluded from the establishment — the Food Code’s controlling-pests provision. Outer openings must be protected against the entry of pests — think door sweeps, screening, and sealed penetrations. Dead or trapped pests have to be removed. Harborage conditions are supposed to be eliminated. In plain terms, an inspector expects to see no live pest activity, evidence that entry points are sealed, and a working program behind it. Live roaches on the line, rodent droppings in dry storage, or a haze of flies at the dish pit are all citable, and a pattern of them can escalate from a note-to-correct to re-inspection to license suspension.
The Food Code also requires a Certified Food Protection Manager on staff, the credential most operators earn through a program like ServSafe. Local health-department inspections
The inspector who actually shows up is usually from your county or municipal health department operating as a DATCP agent. Inspection frequency depends on your risk category, and pest findings are among the most common and most damaging violations cited. What separates a minor note from a serious problem is often not whether a pest was ever seen, but whether you can show an active, documented pest management program responding to it. An operator who can hand the inspector a service log showing monthly visits, monitoring data, and corrective actions is in a completely different position than one who can only say they “call someone when it’s bad.” Our program is built to put you in the first category.

German cockroaches: the signature kitchen pest
The German cockroach is the pest that defines commercial kitchen pest control, and it is a genuinely difficult adversary. Unlike the larger cockroaches that wander in from outdoors, the German cockroach is an indoor breeder that lives its entire life inside your equipment and structure. A single female carries her egg case until nearly hatching and can produce several hundred descendants over her lifetime, and the population develops fast in the warmth of a kitchen. They pack into tight, warm harborage: the motor housings of coolers and dish machines, the voids behind and beneath equipment, hinge and handle cavities, the seams of tables and shelving, cardboard, and any warm electronics.
Two things make them worse than people expect. First, they hitchhike in — in cardboard cases, in used equipment, in deliveries, and from adjacent tenant spaces through shared walls and utility chases — so even a spotless kitchen can be seeded. Second, over-the-counter sprays are counterproductive: they scatter the population deeper into voids, they don’t reach the harborage where roaches actually live, and German cockroaches have developed resistance to some common insecticides and even aversion to certain bait formulations. The professional approach is the opposite of fogging. It’s finding harborage through thorough inspection and monitoring, applying gel baits and targeted materials directly into those voids, using insect growth regulators to break the breeding cycle, and pairing all of it with the sanitation that removes the food and grease film they live on. That is slow, precise work, and it’s why a kitchen with a German cockroach problem needs a real program, not a spray-and-pray visit.
Rodents: mice and rats in the back of the house
Mice and rats are the other headline pest, and in our older Wisconsin commercial buildings they have plenty of ways in. Mice slip through gaps around utility penetrations, under poorly sealed exterior and loading-dock doors, and along wall voids from neighboring spaces; a mouse needs only about a quarter-inch gap. Once inside, a restaurant offers everything they need, and they contaminate far more food than they eat through droppings, urine, and gnawing. Rodent droppings in dry storage or evidence of gnawing on packaging are among the fastest ways to fail an inspection, and rodents also gnaw wiring, a real fire risk in an old building.
Control is a three-part discipline. Exterior bait stations intercept rodents before they reach the building. Interior monitoring — traps and monitoring stations placed along the walls and runways rodents actually use — catches what gets in and tells us where the pressure is. And exclusion, sealing the gaps and tightening door sweeps, is the permanent fix, because you can trap mice forever and still lose if the building stays open to them. We treat exclusion as core to the program, not an upsell.
Flies: the ones from the drains and the ones from outside
Flies in a restaurant come from two very different places, and confusing them wastes money. Drain flies (moth flies) and fruit flies breed inside the building, in the film of fermenting organic material that builds up in floor drains, under and behind equipment, in mop sinks, in the seams of bar mats, soda guns, and beer taps, and in overripe produce and recycling. Killing the adults does nothing lasting because the breeding site keeps producing more. The fix is finding that organic film and cleaning it out, often with drain treatments and enzyme applications, and telling you exactly where the sanitation gap is. When we trace fruit flies to a soda gun holster or drain flies to a cracked, gunk-filled floor drain, that’s the actual solution — not another can of spray.
House flies and other filth flies mostly come from outside — from the dumpster, the grease bin, propped doors, and gaps around the loading dock — and they carry pathogens onto food-contact surfaces every time they land. Control is exclusion and sanitation: tight-sealing doors, air curtains where appropriate, keeping the dumpster corral clean and the lids closed, and managing the exterior pressure so flies aren’t drawn to the building in the first place. Insect light traps placed correctly capture what gets in without becoming a contamination source themselves.
Stored-product pests and the quieter threats
Dry storage has its own pests. Stored-product beetles and moths — the insects that infest flour, grain, spices, dried goods, and bulk product — breed in the food itself and in the spillage and residue that collect in shelving seams and corners. They often arrive inside incoming product, then spread. Control is mostly sanitation and stock rotation: strict first-in, first-out rotation, cleaning up spillage, inspecting incoming deliveries, and monitoring with pheromone traps to catch a problem early. Carpet beetles can turn up in dry goods and in accumulated debris as well, and dining rooms with older construction occasionally see them in soft furnishings.
At the dumpster and delivery doors, nuisance birds — sparrows, starlings, and pigeons — foul entrances, patios, and loading areas, and their droppings are both a sanitation problem and a slip hazard. Control there is exclusion and habitat management: closing off roosting ledges and nesting sites and cutting off the food that draws them.
The high-risk zones in a restaurant — and what drives pests in each
Pests don’t spread evenly through a kitchen. A working program concentrates on the specific zones that generate the pressure, because each one feeds a different pest.
The cook line and equipment are German cockroach country. The warmth of ranges, fryers, and refrigeration compressors, combined with grease buildup and the tight voids inside motor housings and behind equipment, makes this the primary harborage. The fix is pulling equipment for inspection, baiting the voids, and staying on the grease.
The dish area is the wettest, warmest corner of the building, and it feeds drain flies, cockroaches, and moisture-loving insects. Standing water under the dish machine, the organic film in the floor drains, and grease-laden mop water all sustain breeding. This zone rewards drain sanitation above all.
The bar is a quiet fruit-fly and drain-fly factory. Soda-gun holsters, beer-line drip trays, the seams of bar mats, floor drains, and sugary residue behind the speed rail all breed small flies, and the recycling of beer and wine bottles adds a fruit-fly draw. Bars are consistently under-cleaned in exactly the seams where flies breed.
Dry storage feeds stored-product insects and rodents — spillage in shelving seams, older stock that never rotates, and cardboard harborage. And the dumpster corral, grease bin, and loading area are the exterior engine that drives filth flies, rodents, and bird pressure toward the building. A clean, closed, well-drained corral set away from the doors does more for fly control than anything done inside.
The restaurant pest year in Wisconsin, season by season
Pest pressure on a Wisconsin restaurant tracks the calendar, and a program that anticipates each season beats one that reacts.

Winter is the time to press on interior baiting, exclusion, and the harborage work that’s easier to reach when the exterior is quiet.
