The standards you actually answer to

The reason an industrial pest program has to be documented and continuous — not reactive — is that several overlapping authorities require it. It helps to know which is which.

OSHA sanitation — 29 CFR 1910.141

OSHA’s general-industry sanitation standard, 29 CFR 1910.141, is explicit. It requires that “every enclosed workplace shall be so constructed, equipped, and maintained, so far as reasonably practicable, as to prevent the entrance or harborage of rodents, insects, and other vermin,” and that “a continuing and effective extermination program shall be instituted where their presence is detected.” In plain English, OSHA expects both exclusion (build and maintain the building to keep pests out) and a documented, ongoing extermination program when pests are found. That is the legal floor for any plant with employees, food or not.

GMPs for food-contact packaging

If your plant makes or handles food-contact packaging — anything that will touch food downstream — your customers, and often FDA expectations flowing through them, hold you to food-grade Good Manufacturing Practices. The framework is FDA’s 21 CFR Part 117, the current Good Manufacturing Practice and preventive-controls rule for human food. Two sections drive pest work: 117.20, covering plant and grounds (grounds kept free of harborage, the building constructed to prevent pests, etc.), and 117.35, covering sanitary operations, which states plainly that pests must not be allowed in any area of a food plant and that effective measures must be taken to exclude them. FSMA for food warehouses and food-contact operations

The Food Safety Modernization Act (FSMA) is the modern federal food-safety law, and its Preventive Controls for Human Food rule (the body of 21 CFR 117) shifts the burden from reacting to contamination toward preventing it with a written food-safety plan.
